OSPF: DR Election

I'm trying to recall how DRs are elected. Is this right?

If the priority has been set higher on router R, R will win the election.
Else...
If the router-id command has been used to set the RID higher than the others, it will win.
Else...
If the loopback interface has been given a higher number than the rest of the routers, it will win.
Else...
If the physical interface has been given a higher number than the rest, it will win.

Is this correct? I know I'm confusing something.

Highest priority. If that ties then highest router ID.
