Force small desktop icons

Any idea on how to force small desktop icons? Ive tried to update the gpo preference HKCU > Control Panel > Desktop > WindowMetrics > Shell Icon Size to anything less than 32 but I still get medium icons as the default for my users. GPO is applied to users and computers OU. Thoughts?

    So far the only way I've figured out how to do this is set the small icon view with the local admin profile and use <copyprofile> in the unattended sysprep install.

    are you trying to do this to machines already rolled out or to an image?

    I don't know if this is the answer to your question, but here it is:
    Right click on your desktop > View > Small Icons(7) Classic (Vista)

    That is how you change the size of desktop icons. I'm looking for a way to force it through a script or gpo.

    Do it as a theme first and then gp force.
