Exchange 2003 - Question on updating Default Policy?

Quick question.
We have a few new and old domain names that have been added and removed from our default recipient policy in exchange 2003. My question is if we "Apply this policy now". Does it re-do all the users E-Mail address lists.
The reason I ask is because we have many users that have old employees primary SMTP addresses added to their lists after they move on and we are just worried if we force the policy it will remove these.
Could somebody confirm if this is the case? Will it re-do the list with everything in the default domain policy, deleting manually added SMTP addresses, or will it simply remove and add things that are selected in the policy and leave everything else?
