Because you need to remote into the terminal server in order to remote control. Local access is not enough.
You can be on the local machine, remote into yourself, and then you can do it.
EDIT:
I don't know the exact logic behind this. All I know is that in order for it to work, you have to use remote desktop into the terminal server. If you don't, it should pop up an error explaining that to you, although the language isn't that great.
