User mutually exclusive to roaming profiles

Does anyone know why the network admin is excluded from the users roaming profiles? In a "normal" profile, the network admin is able to access the users home folders, but in a roaming profile, the network admin is denied access to the folder unless he takes ownership of the folder or the user grants permission to the admin.

I have found this to be very frustrating when migrating from one server to another and have to take ownership of folders, sometimes one folder at a time. If there is a better way, please shed some light on this.
