Promiscuous Mode means that a NIC will process all Layer 2 traffic, not just traffic addressed to it. This allows a computer to monitor traffic on on the LAN. Good it it is an administrator, bad if it is a hacker.

Without any further context, a Rouge installation would be any unauthorized computer on the network. A Rouge instalation in Promiscuos mode would be a computer placed on the network to listen to traffic, and probably record it for a hacker.
