Hopefully you're not waiting around for this. I would definitely still be looking for other work, getting resumes out and trying for other jobs. It seems like he doesn't really need to hire you and is just stringing you along until he does (maybe) at which time he'll actually offer you the job.
When you missed the first interview did you call him and let him know you wouldn't make it? He probably figures you either a) don't need the job that bad b) if he waits you'll take his original offer c) are an option for if one of his guys were to leave suddenly.
