IP filtering in RRAS

I've been trying to understand the details of IP filtering and I think I've got it. But I just want a pro to tell me if I got it right.

Receive all packets except those that meet the criteria below.
Drop all packets except those that meet the criteria below

Inbound
Source
Packets received form all networks except the one listed
Packets not received from except from the network listed
Destination
Packets sent to all networks except for the one listed
Packets send to only the network listed

Outbound
Source
Packets received from all network except the address listed
Packet received from only from the address listed
Destination
Packets sent to all address except the network listed
Packets can only be sent to the network listed
