Contract-to-hire positions (via recruiting agencies)

Although I'm not looking for a new position until I have a few things lined up (namely, certifications), I posted my resume on Dice just to see what kind of opportunities might open up for me. As soon as I posted, I got a number of inquiries from various recruiters for contract-to-hire positions.
It's been a while since I've actively looked in the job market, but how does contract-to-hire work? I figure you're working for the recruiting company for x months, but then how does the pay get worked at the end of the contract period? Does the client / employer (assuming you passed the trial period) pay the same rate, or is there a re-negotiation of compensation terms?
