This "endorser" must be in good standing with the isc2 (endorsement phase). If you do not have the five years of experience you can attempt the exam and upon passing the status you attain is "Associate of ISC2". I may be wrong but you have 6 years to fulfill the requirements in order to become a full CISSP. If you do meet the initial requirements, have had your work experience validated by ISC2, have an endorser, and pass the exam, you will be an official CISSP.
