in SSCP
I'm confused about how the CISSP works. From my understanding, it isn't like a Microsoft test where you go buy a voucher and hit up prometric whenever you feel like it.
Could someone enlighten me on this?

Essentially you need 5 years of experience in several security domains and you need someone who can vouch for your security work experience. This "endorser" must be in good standing with the isc2 (endorsement phase).
If you do not have the five years of experience you can attempt the exam and upon passing the status you attain is "Associate of ISC2". I may be wrong but you have 6 years to fulfill the requirements in order to become a full CISSP.
If you do meet the initial requirements, have had your work experience validated by ISC2, have an endorser, and pass the exam, you will be an official CISSP. -

Sounds right to me, you got it. If you're going to attempt the CISSP exam you may want to read up on it first. It's not easy or something you can "just pass" on the fly. If you go that route, you'll end up like my Avatar.On deck; PMP, C|EH
