Windows 2003, Sharing and Security Tab Disable?

Hi friends,
Need help, because my Sharing and Security Tab becomes Disable again and
again, on Windows 2003 Server.

Are you sure you had set up your network as a domain with WinServ as a domain controller? Can you verify that Simple File Sharing is disabled on your network's member computers and that you can log in at any one of your computers with your username and password without previously creating such an account on that computer?
