Juniper first started as a Service Provider oriented company and thus this is where they have their largest foot hold. For this reason you'll find many more JNCIE-Ms then JNCIE-ERs. As of lately Juniper has been making some great gains in the Enterprise arena and so more people have been becoming JNCIE-ERs.

Which one is easier? Kind of hard to say, it more depends on your background. The JNCIE-M was more natural for me since I have a Service Provider background, but I've heard the reverse for those who have a Enterprise background.

If Service Provider work interests you more then go for the JNCIE-M, if Enterprise work is what you enjoy, go for the JNCIE-ER. It's really about what you enjoy and what will help your career out the most.
