Anyone know of a free FDE that is FIPS 140-2 certified?

I have need of this for a user that has to store sensitive info on her hd. Just wondering if there are free solutions out there for windows xp that doesn't require wiping the drive or anything like that. I have already checked truecrypt it is not fips compliant.

I don't know of one, and I think it very unlikely that one exists as somebody will have to pay a laboratory to do the accreditation testing. Any open source project is unlikely to provide those funds.

Who is mandating that FIPS is needed and then won't pay for encryption?
