One basic question concerned with FR

I know what FR is, why it is used and other facts. However, i really do not make out something about it.
It is the fact that because of what we implement virtual circuits even only two nodes(two routers) are in place?
I ask this hence we have already prepared each single physical circuit at each node. Whats the reason for an additional PVC/SVC for it while two nodes are in communication?
