I was just reading chapter 1 for the Cisco Press self study guide regarding IP Source Routing. I see that it mentiones Sources Routing as a security risk. But doesn't it also stop smurf attacks?

Nope, smurf/fraggle attacks are directed broadcast from a spoofed source IP address. Those can be blocked via ingress and egress filtering from your network and disabling directed broadcast.
