QOS for port 9600?

I have a question.
We have voice on our network that is the highest priority. then comes data and data is lumped up into one big priority. We have this application that everyon uses on our network and its destination port is 9600
can I some how let the priority for the destination traffic be under the voice priority? so it would be like this
voice 1st
fsp 9600 to our unix host there and back 2nd
data 3rd
something like this???
is it really hard to do and where can I learn this prioritizing technique?
