Hyper-V CPU Usage

When I am working in a VM, the VM OS's Task Manager shows heavier usage with spikes upt 45% (though usually 25%) but Hyper-V host machine's Task Manager shows CPU usage barely above 5% -- most of the time it is 2% on all 4 CPUs. Hyper-V Manager shows fluctuations for the VM's but still nothing above 15%. What gives?

Hmmm... the VMs run as vmwp.exe - Virtual Machine Worker Process and each VM seems to have one such process. So, CPU usage from vmwp.exe are not included? -
