Hyper-V CPU Usage

When I am working in a VM, the VM OS's Task Manager shows heavier usage with spikes upt 45% (though usually 25%) but Hyper-V host machine's Task Manager shows CPU usage barely above 5% -- most of the time it is 2% on all 4 CPUs. Hyper-V Manager shows fluctuations for the VM's but still nothing above 15%. What gives?

That's the expected behavior. Task Manager on a Hyper-V host only shows the host CPU usage, not the guest CPU usage.

Hmmm... the VMs run as vmwp.exe - Virtual Machine Worker Process and each VM seems to have one such process. So, CPU usage from vmwp.exe are not included?

The Worker Process is not running the VM. It only runs certain tasks for the VM (e.g. running snapshots). Hyper-V is a type 1 hypervisor so the "host" OS is running inside a "special" VM, and VMs don't know about CPU usage in other VMs. Here is some more info:
