You seem to be the departments continuity, if you leave will there be people with enough information to support the two big projects coming down the road? Discuss this with the manager's boss. Explain, that you have the companies' interest first, however costs of living have gone up, while the salary has not. Is the company profitable? If so, there are no excuses for no wage increases. So always, maintain the resume, quarterly update what you have done, what the benefit to the company was (maintained operations with what percent availability, improved service by x%. Quantify your value to the firm. Post your resume on Monster & Dice see what kind of interest you resume achieves. Monitor the job postings to see the skills, certs, experience in demand. Pursue opportunities to gain them if they provide growth in areas where you have interest.

Ill post on Dice and the like as soon as I have a final copy. Still waiting ppl to help me out with the new rough draft. -

You already go to the manager meetings, and they're putting you up for projects that total about a million dollars.
You need to put this on your resume, for sure.
If this company won't pay you for your efforts, another one will.
My only advise is that there are always three ingredients you can mix up:
1. experience
2. certification
3. education
And you have the most say on those.
I especially liked the "portfolio" argument, and 'would you care to remote into my home lab'
