Intel EXPI9404PTL brokish

I recently bought one of these cards and put it into a small computer which has had probably less then 100 hours of uptime. Earlier today I powered it on and 2 of the ports didn't work. I usually don't buy Intel nics, but I have never heard anyone say anything bad about them. Did I get a one in a million lemon or does this happen now and then? It seems to be one of these days...
