blank password for some users in domain

Hi all
is it possible to set blank password for some users in domain?
here my password policy on domain level
enforce password history:0
Minimum password length: 0
password must meet complexity requirements: disabled
I tried reset password for some users got error check your password policy ??????

    Are you sure that this is the policy set at the domain level? Are there any other GPO's linked at the domain level?

    If the answer to those questions are yes and no, then how long ago have you made this change? It is possible that the policy hasn't been refreshed yet.

    And of course, as colemic said, why do you want a blank password? Even if this is a testing domain, using a password of Password1 or something very simple shouldn't make things too difficult.
