Stumped on Hairpinning DID calls out to 800 number

I'm pretty stumped here. UC560 patched up to date. The 2 main reception sets have a couple shared lines with DID's on them. I call forward all on one set with 91800xxxxxxx and I get fast busy. I've tried adding a # at the end but no go either. Also I've tried using other numbers local and LD with the same results.
This is over a PRI.

Any ideas?

Try "debug isdn q931" and see if the calls are reaching the PRI.
