MS Second Shot - designed to rip you off?

MS/ProMetric is heavily promoting the second shot offer - however the date of expiry for those vouchers (and re-takes) is the same date they are setting for taking the first voucher of any new packs bought.
The net result - All test centres are full - and no refund for any unused vouchers.
Was it engineered this way? Certainly forcing a date to take the first exam (and re-take if required) must limit their sales.
In addition - the processing of re-take vouchers seems deliberately sloooow. A 4 day wait and still an error on the request secondshot voucher page that seems hidden!

Microsoft said during last weeks exam cram that only the original exam has a short cut off date, the retake is still out there. It has gone on for months and every thing has an eventual end date. If you believe that it is a ripoff then vote with your wallet.
