SA before EDA?

So I am going down the Microsoft track and figured EDA before SA was the way to go. But in reading the various posts on here, it might be smarter to do SA first. Is that correct? Seems strange to me, though I do see it is deployment centeric, so perhaps it makes sense. Thanks!
