No, it's stating the period of time since that router learned about the route from it's neighbor. If the link to the neighbor had gone down and back up (flapped) then the route age counter would start again as the route would have been re-learned. In your case, it is in the weeks.
Has nothing to do with router usage. It is simply the time that has elapsed since that route was entered into the routing table by whatever routing process put it there. -

If you have CEF turned on, though, the FIB should be getting referenced, instead of the RIB, for subsequent lookups.
