how to rename 10,000+ files in one go

Any ideas where I could start research on this problem.

I have a LOT of files in a particular directory (10,000)
I have a text file that lists all these files together with an alternate filename.
I want to make a one-off copy of all the files 'saved as' with the alternate names.
How can I use the text file as a reference to look for a file, and make a copy of it with the new name?

Where to start? Windows file renamers? learn dos commands?
