User cannot take ownership of my file

OK, I assigned a user the "Take Ownership" permission to a file in a shared folder for which he already has Change control of, but he gets an error message stating:
"you only have permission to view the current owner"
I have already logged out and back into my machine, etc.
The permissions are still there.
Any ideas?
Maybe he needs to reauthenticate?

OK, I think I figured it out.
I didn't know you had to be an Administrator to take ownership.
