When in Doubt - REBOOT!

The lead Enterprise Helpdesk tech at my organization has the following quote on his email signature. "When in Doubt - REBOOT!" What is your opinion of this? LOL?

when dealing with a lot of software made for the government (probably the worst software to support) i have found that most user issues revolved around roaming profile corruption, or the machine needed to be rebooted. Rarely would i need to reinstall software and rarely would i have to reimage a machine.

Servers on the other hand... a reboot could fix somethings but not all things in which case a more thorough approach would be needed.
