Safe mode with command prompt

I have a batch file that I need to run before the windows logon screen and the only way to make the change so far is via command line in safe mode. What the batch file does is add a logo to the login screen I created a runonce key with a * to run in safe mode it does work but not in safe mode with command prompt. I'm out of idea's maybe someone can help me.
