CCNA Voucher Question - Does this sound legit?

Found some person offering a CCNA voucher that expires mid year 2012 (looking to take it within 2-3 weeks though) for a discounted price.

When I asked what country it's for they replied with this

"Voucher is not restricted to any region , it is valid worldwide, you can use it from any region or any country."

Isn't a voucher good for a particular country?

Also any advice on how to ensure I don't get scammed?

Did you get an email out of the blue offering a discounted Cisco voucher? Or were you surfing the net looking?

No I contacted them through another kinda IT Tech board. They stated they had a voucher for $xxx that expired 05/2012
