I feel like a turtle looking for its shell...

Quick work history. I have been working in a helpdesk environment for nine years. I am the Team Lead over the training department for eight different help desks within the company. I finished my BS degree in 2010 in MIS. I do not have any certs. I have been driving 2 hours one way to work four days a week for over a year and a half now. Over $400 a month in gas alone.
I have decided that I MUST get a job closer to home. I have been applying for jobs that I knew paid less than I currently make. Some of these jobs I got interviews, but I was not selected. They all but told me that I was a risk to them. I was over-qualified. So, I applied for a position that was a manager/director level. I don't have enough experience for those jobs. Any ideas on what I can do here? Anyone else ever been in this predictament? I'm gone from home 14 hours at a time. Working at McDonalds is starting to sound good know (sarcasm).
What has really ticked me off is that I have been applying for Clinical Analyst positions that I could do in my sleep... I really do feel like a turtle out of his shell.

You could have bolded this and put it in all caps.
Unless you want to continue working as a help desk lead/manager/trainer, you're potentially going to be viewed as technically weak. Even if you want to move into management, you probably want ITIL -- or an MBA.
What jobs, specifically, have you applied to? What would you like to be doing? What kind of technology do you have experience with? What is your target salary range, assuming full benefits and a 15-75 minute commute? Depending on these answers, even no certs and nine years at a helpdesk can potentially translate into a different job with what you have now.
