System Restore Points deleted after reboot

Anybody have this problem before? I have read a few suggestions online. Before, I was able to leave my system restore max usage at 1%. I have tried a few methods including doing sfc /scannow, chkdsk /f/r. none of that actually resolved the issue. But when I move to slider for max usage to 20%, it seems to work, didn't delete any of my restore points so far. Anything under, it gets deleted after the reboot. Before, I could have done it at max usage 1%. Anybody know the reason why?
