Global Frame Relay Concept Question

I am studying for the ICND2 exam and came across an unanswered question in the book about global frame relay. An example is say Router 1 is connected to Router 2 and Router 3. And Router 2 is connected to Router 3. Router 1 HDLC 101, Router 2 HDLC 102, and Router 3 HDLC 103. In the book it says Router 1, router 2 and router 3 would all have hdlc 101 using global hdlc. but what would happen if router 2 sent to router 3?. or router 3 sent to router 1?
