Did I buy bad hardware?

I got 6 Cisco 1721 routers off ebay, tonight is my first time starting them up. I keep getting the message on the first one, SNMP-5-COLDSTART. and its stuck at that for ::looks at time:: 30 minutes now. Am I doing something wrong? Is it bad hardware? Can I get out of it cold starting somehow? I can't supply any outputs as the router will not take any.
EDIT:: It finally started up, my question now is what does a SNMP-5-COLDSTART do? Is it something that will happen often?

I'd try rebooting to boot it into ROMMON and get the IOS reloaded, if you have another copy of itMy Networking blog
