Recruiters Not Answering My Questions - Shady Or Not Shady?

Lately I've noticed that recruiters never want to answer me the two questions of:
"What's the name of the company that the work will be completed at?"
"What is the pay rate?"
For the second question I can understand why they wouldn't want to answer but they seem to just ignore and avoid the question. That seems weird to me. I also don't understand why they can't tell me who the company is. That's kind of very important info to know. Shady or not?

Regarding the second question, they dont always answer the pay rate because the companies tell them the max that they are willing to pay for a specific position and the recruiter then goes out and attempts to get someone who's pay rate is below that. The less that they pay you the more that they bring in for finding you.
