snmp-server view cutdown ip.22 excluded ?

Recently saw the CPU going up to 95%, Was following a Cisco TAC case which suggested the following commands

snmp-server view cutdown ip.22 excluded

what does this mean ? and how did it help to cut down the CPU on the router ?
