Has anyone here passed the tests using just the technotes on this site?

I hope not I haven't written TechNotes for all the 210 objectives.

At the bottom of each 70-210 TechNote, you can see exactly which exam objectives it covers. You can see the complete list for the exam here:

Apart from that, you should use an additional source such as a book, a CBT, and/or a good set of practice questions. And most importantly hands-on experience. Make sure you try out all the common windows 2000 features, particularly those in mentioned in the exam objectives aka "Skills Being Measured".
