I know the certification is valid for 3 years but what about time frame for the exams?

For example if I take CIPT1 in 2007 and I complete the rest of the certification requirements in 2012,

Will I still be certified? Or the exams also have to be completed in a 3 year time frame as well?

Thanks

According to Cisco, "Exams required for CCENT, Associate and Professional certifications are valid for three years from the date the exam was passed. Exams for the Specialist certifications are valid for two years from the date the exam was passed."

If you find a time machine allowing you to take your CIPT1 in 2007, I suggest you find a way to monetize the time machine, as opposed to the CCNP Voice credential. But no, that CIPT1 exam you passed is obsolete and will not apply towards modern certifications.
