Resume help please; I don't like mine

Hi hi! I'm rewriting my resume, and I'm not too happy with it. I'm not sure if it's my layout or maybe the template that's killing it for me, so I wanted to tap some expert opinions!
Any assistance is appreciated!!!teresume.doc
I'm writing the resume is specifically for a committee. The committee is a course curriculum development committee at a local college, and will be in charge of making changes to CS-type degree programs and course offerings.

Qord,
After checking out your resume, I have a few suggestions:
1.) Go with bullet points for the experience. This will enable you to use more action-result oriented formatting
2.) Start with Experience since you have quite a bit. After experience, add skills and education
3.) Remove all of the italics
