Windows Advanced firewall

Hi,
In working through an excercise I find it's not working out correctly. In MS Press 70-642 I am testing the firewall rules. On the Advanced Firewall properties itself I have blocked outgoing connections (I am testing with IE, using the IIS on another VM in a virtual LAN to test). I then created a rule to allow iexplore.exe on all profiles. It is enabled and has "any" across the board. Supposedly I should be able to browse the server but I cannot. What's up with that??
To be clear, the block outgoing I performed by rt clicking Windows Firewall with Advanced Security, properties, and on Outbound Connections selected Block. Then wrote the allow RULE.
What is happening?

the x86 version. When I specifically ran the one in the path that I allowed it worked as advertised.
DOH!
