CISSP - Primary and Ultimate difference?

Hi

1) Can anyone differentiate between 'primary' and 'ultimate' concept in terms of responsibilities?

Falasi

Primary responsibility fall under the person in direct charge of the system. While ultimate goes for the onea running the system as whole. For example: information security is the primary responsibility of security manager (in front of top management) but its the ultimate responaibilty of top management (in front of stakeholders).

Others can correct me if im wrong a nd add to it/explain it better.
