Power Ditribution Solutions?

We have random UPS' throughout our server room racks, some APC, some Liebert. This morning I had to take down our MPLS router because of a failed UPS. Strangely enough, there are no indications of a failed device; be it battery or the device itself. Im wondering what you guys would do if you were in my situation. I have 4 racks, a couple with 1U horizontal PDU's, and only the Lieberts have the L5 plug available for the vertical PDU's that I have in stock. Im not even sure if the L5 plug coming from the liebert is even on backup. Like said, UPS' are random; therefore the power cables are just as random and messy. I would like to one shot this and go for redundancy and cleanliness. Input? Advice? Thoughts? Questions?
I would like to seek financial approval today so any help would be greatly appreciated.

Unfortunately this means I have to replace my wall outlets as well. Please correct me if Im wrong. Complete noob on power distro.
