DHCP Problem

real life problem here... Anyone know how to stop DHCP from re-issuing IP addresses to clients once they have moved network! basically have a pretty flat network, all broken into several VLANs. if an XP client is moved from one network e.g 10.10.5.x /24 to 10.10.6.x /24 then the scope on the server maintains the clients mac address and reissues the ip address to the client on the new network. eg client has moved to 10.10.6.x /24, still gets issued the 10.10.5.x ip address as the lease is held by the server.
do you understand what I am talking about? If so, any ideas!!!!

create superscopes, do exclusions, delete old leases...

Unless i change mac address i get IP from previous vlan.
I have superscope.
Any ideas ?
