Windows Installer will not start
I have one XP/SP3 machine in one of my local offices that cannot install new software due to Windows Installer not starting. I have tried the usual steps:
Start/Stop service - can't start
Cleared everything in temp folder - cant start
Try removing files from the registry like MS referenced on technet
Tried installing net framework 1.1 SP1 patch - of course, cant install.
I could drive over and just do a Windows repair, but am looking for something I can do remotely so I can continue on with my other work as well.

Run chkdsk on the system drive and SFC /scannow. While there are some high-level software problems that can cause this, I've found this type of issue is quite often file system/hard disk corruption issues.
I would advice pretty much always running chkdsk before you re-image/reformat/reinstall on a system to correct problems. It will save a lot of time and headache if it is a hardware problem, which it often is. -

If nothing helps, reinstall Windows Installer package.
