PfR question

Hi,
I was watching the INE vSeminar on PfR and Brian Dennis says that in PfR with static routes you cant get PfR to make changes if your traffic goes all to same prefix because it is all the same traffic-class. The question is why would it not make between the routes when utilization goes up. Or a mI missing something?
