Ingress,Egress and storm control

Recently I have implemented some solution for QoS but clearly it doesn't work the way i want.
Can someone share his/her experiences with me about Ingress and Egress rate for bandwidth control. I typed 6400 Kbps for each port on switch for ingress ( except the one which comes from router) but the speed i get is 0,6 Mbps max.(download) 10 times lower than my expectation. I tried different numbers too, but what i get is always lower than 1 megabit, is that a kind of bug you think ? or is there something which i have to know about those terms ? thx
