Remote Desktop - blank passwords

Hi
According to the Exam Cram 70-290 book users with blank passwords cannot connect to server 2003 using Remote Desktop as default restrictions stop anyone with a blank password from connecting. I tested this out but found that I could connect from an XP machine to server 2003 with a blank password. Does anyone know how to disable this? I tried enabling the "limit local account use of blank password" group policy but this doesn't seem to have made any difference. Any help appreciated. thanks
