Trouble with ACS Server - Can't create authorization policy?

I am following Chapter 7 of the official certification guide from Cisco and on the part where you configure the ACS server for AAA clients. I created the device group, added a device then made the user groups and added users. Now on the part where you create the authorizations policies i ran into a problem, the guide says to go to Access Policies > Access Services > Default Device Admin > Authorization and click create but on my server the create button is grayed out and don't see a way to create the policy as shown in the book. Has anyone run into this problem before?
