1. Is there anyway you can surf the internet without being trace? Would a proxy work?
2. If you're using your cellular data can websites track you and locate where you're located? What kind of information is being capture when you log into a website with your phone. Is it your cell phone number?

1. Use a VPN service to mask your traffic
2. I do not think they can "see where you are" in terms of something like locate but they do see your ip address. -

I think the most common solutions for question #1 are Tor and VPN. -

Try the Tor browser bundle :https://www.torproject.org/ , It's free, widely used and developed. Also very easy to use. -

Depending on whose tracing you are trying to avoid (where they are located in respect to you and the remote site/application), the solution could be Tor, VPN (IPSec, rather), SSL, web proxy, etc. Again, you need to understand your goals and the technology, or otherwise a specific solution may give you no protection from tracing at all.
