VPN Module

Probably a bit off the CCNA, but what exactly does a VPN module do? For example could I still setup a GRE tunnel between two routers without them having a VPN module, or does the module provide the IOS with the necessary hardware to perform the tunneling commands?
Does it also provide encryption services?
