Is there any nicely discounted voucher for Network+?
Free re-take would be nice. Since I've never done CompTIA before. (Not that I would purposely want to fail it).

I googled and saved $30 off my net+ voucher last month. That was the best i could find. -

Yes, you can usually get discounted vouchers by Googling. I have frequently used GetCertify4Less.com without any problem. One warning though. Some people have purchased bogus vouchers through eBay and found that they were worthless (though other people have been successful with eBay.)
Microsoft often has programs that allow you to retake an exam if you fail it but I don't think CompTIA has ever had a free re-take policy.
